The EIP-191 header for serialize(dto) (any prefix already on the DTO is ignored). This is
deliberately the same string the signers hand a wallet to sign, so the header's length can never
disagree with the signed message. Wallet-neutral: it is the value both a browser wallet's
personal_sign and Gala Wallet's gala_signChainDto (personal-sign scheme) prepend.
