The public key GalaChain has registered for a user (GetPublicKey), as the chain answers it.
publicKey is the chain's encoding (base64 of the compressed secp256k1 key); signing is the
signing scheme older chain versions store next to it ('ETH', 'TON'), absent on current ones.
