const NOT_QUEUED_FINAL: Readonly<FailureClassification>

classification('not_queued', { retryable: false }): the gateway refused the write before queueing it AND will refuse a repeat the same way (the version wall, a dark swap that did not queue, an HTTP 4xx). Nothing is pending and Retry is not offered. It is frozen: use it as it is (classification: NOT_QUEUED_FINAL) instead of spreading classification('not_queued') and overriding retryable; { ...NOT_QUEUED_FINAL } is a mutable copy.
