Validates ban reason length

Parameters

reason	string | null | undefined	Ban reason to validate (undefined/null means no reason provided)

Returns

boolean

true if reason is valid (undefined, null, or string within length limit)

Remarks

Accepts null for JavaScript interop - treats null same as undefined (not provided).
